Silent Intelligence Networks - 1st part

When the lunar module Eagle, with Neil Armstrong and “Buzz" Aldrin inside, landed on the Sea of Tranquillity on July 10, 1969, it was supposed that the lunar module computer connected with the landing engines and radar had to realize automatically the landing. But the computer could not process all the data received from the radar in real time and as a result delayed in performing calculations. The pilot had to land the spacecraft manually. In the real world I denominate as “due time for decision-making” the temporal framework where a decision triggering a combination of previously established and trained actions is to be produced. This characteristic determines in large part the intelligence model and structure to be established. Nowadays both the military sphere where new MIRV (Multiple Independently Targeted Reentry Vehicle), weapon systems blasting off various warheads from one rocket called “AUTOBUS” able to change its route, velocity, direction and even the target (last generation system) are being designed and deployed and in sphere of cyber-terrorism where ubiquity of Internet and its integration with actions to be realized on threat perceptual and physical levels oblige to plan an intelligence model that I call "Silent Intelligence Network" In the next chapter I will explain the approach, function and significant of the Silent Intelligence as well its network application; but basically its essence is systematic production of "Automatic Intelligence Items". Once disseminated they permit to develop other systems with operational character (transactions, decisions) and make them operate in the intelligent way according to the knowledge degree of the environment and the level of uncertainty over this environment in such a way that it can give real time operative replies and induce strategic actions in due time for decision-making through starting of conventional Intelligence projects.

Within the innovation works realized by Interligare (www.interligare.com, www.jmjlab.com ) on nowIS systems we have formed complex intelligence systems corresponding to the model Silent Intelligence Network. This architecture is denominated as INIDA-5 (Intelligence National Infrastructure Dimensional Architecture-5) and has the following basic characteristics of architecture and functioning:

a- It is five-level architecture: cell-unit-node-net-structure (INIDA-5) denominated OCH-Cell, CVI-Unit, Master-Slave I-node, Purkinge-CXIA y SIDI respectively.
b- This technological architecture permits to define and implement in the shortest possible time any policy of exchange, share or merge of information.
c- Its systems are completely interchangeable.
d- The technology is completely national, based on the intelligence engine TIZONA and platform SIDI (Scalable Information Dominance Infrastructure) platform. This will permit to provide existing and future systems with highly efficient technological architecture, superior those USA and UK dispose of.
e- It permits to provide any organization with new permanent or temporal intelligence infrastructure in the shortest possible time.
f- It permits independent operative functioning of various intelligence units within the same technological, methodological and educational platform.
g- The system is completely scalable as for levels and types of information to be treated and number of users (tens, hundreds, thousands).
h- Unified intelligence doctrine (unified procedures and methods).
i- Unified education in intelligence techniques and procedures.
j- Dissemination of the intelligence MAN-MACHINE and MACHINE-MACHINE.

The advantages of this type of architecture:

a- Reference infrastructure aimed to informative superiority meeting all the intelligence needs.
b- Dynamic network configuration permitting to expend capacities of the structure illimitably without losing control over it.
c- Every element of SIDI structure is responsible for management of a part of intelligence nodes within the network.
d- Integral vision of threats on physical, logical and perceptual levels.
e- Possibility to create physical and virtual intelligence nodes depending on their application.
f- Independent structures that can share intelligence nodes necessary in a certain moment. Including they can create join intelligence nodes for a specific purpose.
h- Intelligence system centred on giving symmetric proactive response to any global or local threat, able to obtain “strategic surprise” and optimal taking of opportunities.
i- Evolutive environment.

Finally, this advanced intelligence model permits to plan and deploy progressively NATIONAL INTELLIGENCE SYSTEMS (NOWIS-INI) IN ANY FIELD OF APPLICATION (MILITARY, ENVIRONMENTAL, POLICE, ECONOMICAL, SCIENTIFIC-TECHNICAL, SANITARY, COMPETITIVE, ETC.) permitting to offer intelligence to operational and decision-making systems in due time for response to a threat or opportunity.
