The present and the future of intelligence systems: NOWIS 5.2. Revolution in innovation of Intelligence Systems.

First of all, with investigator’s humility and spirit of self-criticism necessary to be presented in the works of any continuous innovation company within such a transcendental field of intelligence systems applicable generally to any kind of organizations and particularly to national public security, I want to state that the messages I will transmit now are the fruit of leadership Interligare has achieved through its investigative works recognized by the world-wide Intelligence community as a reference in the present and in the future. This leadership is grounded in maintenance of seven continuous innovation programs, about 25 investigative projects trying to respond to more than 155 investigative lines. As well these programs try to contribute to more than 40 different systems that within the framework of the new generation of NowIS will compose our offer of systems able to deploy advanced intelligence organizations.


Nowadays, the intelligence systems are interpreted by the users as software systems able to respond to specific processes of traditional intelligence circle. Basically these software systems permit to realise the following:


Systematically collect and integrate information from multiple sources; extract and organize available entities and information elements which may be relevant, form the informative standpoint, in itself or as a work basis for the annalist who will treat this information.
The mentioned systems are able to organize the information and state clearly the relations existing in the treated information as one set. These systems almost in all cases are independent from the language and structure level of the contents in the original source and permit to store, search and establish presence in different forms of relations found automatically or by analysts. On the other hand they permit to survey any relevant information and to be warned about appearance or manual insertion of any information. Finally these systems permit to automate the report production and distribute them in due time for decision-making.


From our experience these software functionalities do not attain the maximum profitability of use as the projects do not come with organization transformation processes of how the intelligence doctrine is being stated and how these new technologies are being applied to everyday work.

In regard to the future, very close for us as the new generation of our systems NOWIS 5.2., will be launched in the first quarter of 2010, along with functional improvement of the mentioned systems, they will incorporate design conceptions, architectures and functions which I dare to define as revolutionary:


•Our systems will establish a model aimed to change the concept of intelligence elaboration into intelligence industrial production.
•Architecture based on the concept of “Analyst Centric Approach” defined by Jose Martin Juarez, permitting the analyst to control collection process and system that will allow applying a scientific approach of analysis/synthesis based on inductive and hypothetical deductive method of Pierce model.
•Operational model aimed to develop intelligence reports based on evidences (Evidence based Intelligence Approach) and systematic use of investigation and analysis structured processes, introducing in logical and applicable form analysis tools with more than 100 highy usefull techniques.
•Intelligent systems able to detect, infer and propose valid investigative and analysis lines depending on available evidences.
•Capacity to detect and state non-obvious relations between the entities and justify the form of this relation.
•Capacity to infer behaviours and estimate their evolution.
•Capacity to determine automatically states of mined, intentions, modus operandi and action capacities.
•Intelligent treatment of image and sound patterns, their ontological classification for the efficient search.
•These systems will permit to define, develop and deploy any intelligence organization of any size and mission.
•These systems will integrate processes of domains monitoring, entities surveillance and intelligence production over the objectives within the integrated framework.
•Socio-technical conception of the intelligence systems that integrates in one organizational, operational, methodological and computer levels trying to achieve through deployment of these systems complete doctrinal, operational and technological improvement, in other words – strategic improvement.
•It is based on five-level architecture: cell-unit-node-net-structure (INIDA-5), a revolutionary architecture designed by Jose Martin Juarez and his design and innovation team.
•This technological architecture permitting to define and quickly implement any policy of exchange, share or merge of information.
•The systems are completely interchangeable.
•The technology is completely national, based on the intelligence engine TIZONA and SIDI (Scalable Information Dominance Infrastructure) platform. This will permit to provide currently used and future systems with highly efficient technological architecture, superior those USA and UK dispose.
•Our system permits to provide quickly any organization with new permanent or temporal intelligence infrastructure.
•It permits functioning of various intelligence units within the same technological, methodological and educational platform.
•The system is completely scalable as for and types of information to be treated and number of users (tens, hundreds, thousands).
•Unified intelligence doctrine (unified procedures and methods).
•Unified education on intelligence techniques and procedures.
•Reference infrastructure aimed to informative superiority covering all intelligence needs.
•Configuration of dynamic network permitting to expend capacities illimitably without losing control over them.
•Every element of SIDI structure is responsible for management of a part of intelligence nodes within the network.
•Integral vision of threats in physical, logical and perceptual levels.
•Possibility to create physical and virtual intelligence nodes depending on their application.
•Independent structures that can share intelligence nodes if it is necessary in a certain moment. Including they can create join intelligence nodes for a specific purpose.
•Intelligence system focused on giving symmetric proactive response to any global or local threat, and able to obtain “strategic surprise” and optimal taking of opportunities.
•Evolutive environment under continuous innovation.


In all, this will be an unprecedented revolution in the sphere of these complex systems leaded without any doubt by our country years ahead.
